Brought to you by the Digital Currency Innovation Lab (DCIL), "DCIL Presents" is a series of webinars and events designed to educate and raise awareness around virtual currencies.
In this session, attendees will learn the basics of the legislative process, from how a bill is drafted, introduced, reviewed by committees, debated on the chamber floor, reconciled and finally signed into law. Most critically, the session will cover how to track bills and prepare and submit testimony. However broad and diverse the debate over laws and policies might be on social media, the Hawaii State Capitol is where the rubber meets the road, and where constituent engagement counts, demonstrating to lawmakers that there is interest and support for a given initiative.

About the Speaker
Virginia Beck is the coordinator of the Public Access Room, which is a division of the Legislative Reference Bureau (LRB). She couples her Master’s Degree in Public Administration with years of service in the Public Access Room and other government, educational, and nonprofit settings. She’s an avid reader, crossword puzzler, and enjoys getting outdoors.
Established in 1989 and staffed year-round by 1994, the Public Access Room (PAR) provides the public with information, facilities, and services to assist them as they participate in the State legislative process. This includes knowledge of how things work at the Capitol, as well as a physical location (room 401) for use by members of the public. PAR is a non-partisan office, and there is never a fee for services.
